Amtrak New Jersey High Speed Improvement Program, US

AECOM is part of the design team working to upgrade the overhead catenary system (OCS) and signal power system for a 23-mile (37km) section of Amtrak’s New York-to-Philadelphia Northeast Corridor (NEC), part of the New Jersey High Speed Rail Improvement Program (NJHSRIP). Amtrak’s four-track Trenton-to-New Brunswick segment of the NEC was electrified in the 1930s. Replacement of the OCS and upgrade of the signal power system is necessary not only due to age of the equipment, but also because of increased rail traffic density (both Amtrak and New Jersey Transit) and the need for faster travel times to draw greater patronage and revenues.

To upgrade the system, the 1930s-vintage fixed termination catenary is being replaced with a new autotensioned catenary system configuration that will permit 165mph (265kph) train speeds through the corridor. In addition to higher speeds, the new auto-tensioned system will provide greater reliability throughout a wide temperature range.

Catenary design work consisted of developing contract drawings and specifications for the full basic design of a new catenary system and components, along with installation design for the system. The installation design utilizes primarily new structures for the upgraded OCS 25kV AC), with existing structures maintained where possible for support of transmission conductors and ancillary wires. Portions of the corridor where variable tension catenary remain were upgraded and existing structures rehabilitated as part of the work.

Since the NJHSRIP is being constructed on an operating railroad, extended outages are being employed for one of the four main line tracks at a time to reduce impacts on operations, with additional limited short-term outages for the others occurring at night. Accommodation has been made for the two NJT commuter stations within the project limits with no compromise to safety or scheduling. The local freight operator’s common carrier obligation o serve its local customers throughout the work is also being maintained.

Hefei-Fuzhou Passenger Dedicated Line (PDL), China

The Hefei-Fuzhou passenger dedicated line (PDL), which runs 528 miles (850kms) between the two cities was the first high-speed rail (HSR) project completed by AECOM in China. Designed with the maximum speed of 217 miles per hour (350 kilometers per hour) and currently operating at a speed of 186 miles per hour (300 kilometers per hour), the Hefei-Fuzhou PDL is part of the Beijing to Fuzhou High Speed Rail (HSR) which cuts the travel time between the capitals of the Anhui and Fujian provinces from eight hours to less than four. Around 86 percent of the railway tracks runs over bridges or through tunnels due to the mountainous terrain.

AECOM and its joint venture partner the First Design Institute of the China Railway Construction Corporation were assigned to supervise one of eight construction lots within the Anhui province, which was the longest section of the PDL, covering 50 miles (80 kms) of viaducts, 1.3 miles (2.2 kms) of tunnels and four miles (6.6 kms) of embankment. AECOM’s main responsibility was to provide program and construction management as well as to ensure the quality and safety of the work with the local supervision professionals.

Keeping safety, health and environment sustainable was one of the many challenges faced in the project. In order to reinforce the safety awareness of the workers, safety inspections were regularly conducted. Moreover, safety trainings to the contractor’s staff were also held on specific areas like tunneling and viaduct construction to elevate the safety standards on site. The team achieved zero-time loss incidents on site under the high‑risk operation of launching 2,075 pieces of more than 800-tons of precast concrete girder throughout the project.

High Speed 2 (HS2), UK

High Speed Two (HS2) is a new high-speed railway, essential for achieving net zero carbon emissions targets in the UK, that connects the Midlands with the North and tackles the capacity shortfall on the existing rail and road network. It is one of the most challenging and exciting infrastructure projects in Europe — the vision is to build more than just a railway and create a legacy for the UK for generations to come. Leveraging our global experience of delivering high speed rail projects AECOM has been working across the route-wide programme since 2010.

On Phase 1 — the section of the route between London and the West Midlands — we have delivered environmental impact assessments, preliminary design and scheme development services as part of the deposit of the hybrid Bill, as well as value engineering services, commercial assurance of HS2’s baseline cost and estimating, and interdisciplinary ecological, environmental and engineering surveys, investigation and design on the Enabling Works North, Central and Southern sections. We developed the concept design for Old Oak Common Station, fully decommissioned Old Oak Common Depot and remodelled Euston Station with our Alliance partners prior to handover to HS2.

On Phase 2 — the section of the route between Crewe and Manchester, andBirmingham and Leeds — we have delivered feasibility, concept and route development as well as design for the Birmingham to Glasgow section. As the primary delivery partner for Lot 2 of the Civils Design and Environmental services for the Birmingham to Sheffield section, we have taken forward the development of the route in preparation for the submission of the hybrid Bill and provided input into the National Infrastructure Commission Integrated Rail Plan.

We are also leading, delivering and managing consultations and stakeholder engagements. In addition, we have written the Skills Education and Employment and the Training and Skills strategies for HS2. We have also independently verified carbon footprint calculations.

MTR Shatin to Central Link, Hong Kong SAR

Shatin to Central Link – Bringing Hong Kong’s railway connectivity to a new level

The Shatin to Central Link (SCL) is an expansion project of the MTR public transport network in Hong Kong. The rail extension connects North East New Territories and Hong Kong Island via South East Kowloon and serves a residential population of 300,000 and a working population of 280,000. AECOM carried out the preliminary design and detailed design for the SCL comprising five new stations, four upgrades of existing stations into interchange stations, upgrades of existing four-car platform station into an eight-car platform station; stabling siding at Hung Hom; modification of Pat Heung Depot; reprovisioning works; viaducts; TBM tunnels and; immersed tube tunnel across Victoria Harbour.

The alignment is split with an 11 km route from Shatin through the populated East Kowloon area and a 6 km route which includes an immersed section crossing below Victoria Harbour to the district of Causeway Bay and the Admiralty business area. As part of the SCL strategic railway line, the East Rail Line cross-harbour extension commenced service in May 2022, marking an important milestone for the city’s celebrated railway network. Pasengers in the New Territories in the north of the city will now enjoy convenient, direct access to Hong Kong Island in the south.

As the design consultant for this monumental project, we worked on the preliminary design and subsequently detailed design of this railway extension from Hung Hom to Admiralty, including the 1.7 km-long cross-harbour section of the SCL comprising the 1.4 km-long Immersed Tunnel and Cut-and-Cover Tunnel, and the associated ventilation building. All the immersed tube tunnel elements were pre-fabricated in a casting yard at Shek O and then towed to Victoria Harbour for installation.

We also teamed with Dragages-Bouygues Joint Venture for the detailed design of tunnels’ structures between Causeway Bay Typhoon Shelter and Admiralty, constructed using two tunnel boring machines through soft, mixed and hard rock ground conditions along the tunnel alignment. With construction taking place entirely underground, it minimized the impact to the environment and community. It was one of the most challenging sections of the SCL development as construction works had to be undertaken beneath a reclaimed area with existing structures and operating railway lines in close proximity to the tunnelling works. Our design responsibility included underpinning works for the existing structures such as vehicular viaducts and pedestrian bridges.

Following the completion of the SCL, the Tuen Ma Line (TML) was fully commissioned. By bridging the gap between the original Ma On Shan Line and the West Rail Line, this strategic connection reduces rail journey times, road congestion and vehicular emission, resulting in positive impact on both passenger experience and air quality.

MTR: Tuen Mun South Extension, Hong Kong SAR

Scheduled to open in 2030, the Tuen Mun South Extension project will extend the Tuen Ma Line by 2.4 kilometers and include two new stations. This sustainable transit solution is poised to significantly improve the connectivity for the community south of Tuen Mun center.

AECOM’s role as the design consultant, appointed by MTR Corporation, has been pivotal. Our responsibilities encompass transforming initial concepts into detailed engineering designs, orchestrating the construction timeline, drafting gazette plans, estimating project costs, and coordinating with government entities and stakeholders.

Sustainable design elements are evident in the design of the Tuen Mun South Station. By leveraging the natural landscape and environmental benefits, the design is ingeniously integrated with the locale’s unique characteristics. Our compact design strategy minimizes the station’s footprint on the existing road. Additionally, we capitalized on the area’s natural ventilation by employing an open structure to optimize airflow and convection. This forward thinking approach has culminated in the station achieving the “BEAM Plus Provisional Platinum” certification from the Hong Kong Green Building Council.

On completion, this project will greatly improve local connectivity, supporting planned housing developments and improving livability for residents of this new town. It will offer an alternative commuting choice to about 110 thousand residents in its proximity, estimated to save 300 million hours of commuting time over 50 years of operation.

Environmental Sustainability Strategy for Network Rail, UK

To ensure that it is ‘fit for the future’, Network Rail commissioned AECOM’s Strategic Advisory to lead a thorough overhaul of its previous strategy to set the priorities and road map to 2050. We conducted a comprehensive review of Network Rail’s current activities against future policy, political landscape and technology. The result is the innovative Environmental Sustainability Strategy comprising ambitious yet pragmatic roadmaps with key milestones and pathways for Network Rail to achieve its ambition against a range of environmental issues.

Key to the delivery of the strategy was stakeholder engagement and consensus building around level of ambition, trade-offs and priorities against other business demands and affordability envelope. As much of the activity took place at the height of the coronavirus lockdown, all engagement was done remotely using virtual tools. The Environmental Sustainability Strategy is an important.

The Environmental Sustainability Strategy is an important framework against which areas of the business set and deliver their priorities to enable sustainable and responsible business performance. The high-profile strategy covers a wide range of issues such as energy and decarbonisation, climate change adaptation, circular economy, biodiversity, noise, air quality and water and draws significant attention from internal and external stakeholders including Network Rail Executive Leadership team, regional managing directors, non-executive directors, the Department for Transport, experts, supply chain, NGOs and government ministers.

This large-scale commission presented many challenges. We needed to engage, generate excitement, ideas and consensus from more than 300 stakeholders with competing interests, and from different regions and parts of the business. To build confidence and trust, we used a range of tools from one-to-one interviews to multi-agency workshops.

To ensure the strategy is deliverable and more than a set of roadmaps and agreed outcomes we worked with the client to agree a change program that will integrate the strategy, its outcomes and activities within the business culture, behaviors and systems. This included initiatives and recommendations across these areas: workforce, funding and planning, systems and processes, external and internal engagement, technology and measurement.

The strategy was supported by detailed chapters for each environmental priority area that provide further detail, rational and evidence against which the roadmaps were developed. The strategy has now been published.

State-of-the-art Site Surveying Old Oak Common, UK

Using digital data capture techniques, AECOM delivered a groundbreaking site survey on one of the capital’s most ambitious regeneration projects, reducing time on‑site from 11 weeks to just two days.

Old Oak Common is the largest parcel of undeveloped land in inner London and the capital’s next big transformational development project. An AECOM-led team is developing the masterplan for the site, creating a bold yet deliverable redevelopment program that will create a thriving new community comprising 10,000 homes as well cultural and educational amenities. The scheme is expected to support 8,000 jobs.

The 11-hectare site in West London already has good transport connections with both Underground and Overground lines nearby. However, the development is poised to become one of the country’s busiest rail hubs as the new Old Oak Common station will be the main interchange for the upcoming Crossrail and High Speed 2 services.

As part of the original site decommissioning, we deployed drones to deliver a ground-breaking site survey of an old rail depot. The drones collected 3,000 photographs in just two days — a task that would have taken eight weeks using traditional data capture techniques — minimizing disruption to operations and reducing the need to place people in positions of risk in a live rail environment.

The data collected was so accurate that it was used to create the project’s 3D BIM model.

Strategic Sustainability Program, Melbourne Metro Tunnel Project, Australia

AECOM’s Sustainability and Resilience team has achieved excellent sustainability outcomes in the major Melbourne Metro Tunnel Project — currently being delivered by the Rail Infrastructure Alliance for Rail Projects Victoria.

The Melbourne Metro Tunnel Project is a new underground rail line connecting Melbourne’s eastern and western suburbs, which will transform the way Melburnians live and work. The Rail Infrastructure Alliance is integral to the successful delivery of the project delivering major civil infrastructure and rail systems upgrade works to support day one operations.

Rail Projects Victoria, the state delivery authority for the Melbourne Metro Tunnel Project, set ambitious sustainability requirements for the scheme. AECOM’s Sustainability and Resilience team were onboarded to the Alliance to establish a sustainability program and provide strategic sustainability support to achieve the Alliance’s sustainability objectives and targets.

These requirements cut across climate resilience, energy, materials, urban ecology, waste and water. They also included a requirement to achieve an Excellent Infrastructure Sustainability Council of Australia (ISCA) rating.

The Sustainability and Resilience team approached these requirements by driving theintegration of the sustainability objectives and targets into the Alliance’s key disciplines — design, delivery and procurement.

This involved building an understanding within each of these disciplines about what sustainability means for them, the practical steps they can take to contribute towards the achievement of sustainable outcomes and how they can lead on this change. The team then focused on continuous engagement, relationship building, and facilitating discussions across the project to drive change and promote the uptake of key strategic initiatives.

This approach supported the requirement to achieve an Excellent ISCA rating and ensures that the project is prepared to undertake both the Design and As‑built rating submissions.

Once the AECOM Sustainability and Resilience team rolled off the project at the end of its one year mandate, some outstanding sustainability achievements had been made including the purchase of 100 percent GreenPower for all project offices, a reduction of greater than 36 per cent Portland cement content for all concrete pours to date, and the development and implementation of a climate change risk and adaptation plan — all of which will help leave a positive legacy for the city of Melbourne

Using Virtual Reality to improve Customer Engagement, London Waterloo Station, UK

AECOM was commissioned by Network Rail to promote the benefits to passengers of the £800 million (around US$10.5 million) improvement works at Waterloo Station, which included rebuilding the former Eurostar international terminal to bring disused platforms back into use and increasing the station’s capacity by 30 percent.

Rail improvement works are necessary to upgrade services. However, passengers impacted by the resulting delays are often skeptical. Communicating long term benefits to passengers either before or during improvement works is therefore hugely important.

Traditional 2D plans for large construction projects are hard to interpret so we created a fly-though experience of the finished building, digitally recreating the whole station using photorealistic textures, materials and lighting. Virtual reality (VR) headsets were then given to passengers on the station concourse, allowing them to ‘experience’ what the station would be like once completed. The response was impressive with most expressing excitement and support for the upgrade.

Smart and Green Mass Transit System (SGMTS), Hong Kong

Hung Shui Kiu/Ha Tsuen (HSK/HT) New Development Area (NDA) represents a new generation of urban development within Hong Kong’s Northern Metropolis and is expected to house a population of about 184,000. To fulfil its position as a next-generation new town, the HSK/HT NDA requires a modern green public transport network. The green road-based mode transit such as green bus system and trackless trams was recommended as an environmentally friendly transit system to serve the NDA. This strategic transit system is designed to enhance local connectivity and accessibility, thereby driving economic growth and regional development sustainably.

In collaboration with the Civil Engineering and Development Department (CEDD) of HKSAR, AECOM was entrusted with developing the SGMTS in the HSK/HT NDA and adjacent areas. The primary objective was to establish an integrated Green Transport Corridor (GTC), featuring green transit system, pedestrian walkways, and cycle tracks, all seamlessly integrated with key transport interchanges and MTR stations. The GTC promotes walkability, cycling, and a range of public transport alternatives.

AECOM’s scope of work included assessing the feasibility of expanding the SGMTS to adjacent areas, such as Yuen Long South Development, Tin Shui Wai New Town and Yuen Long New Town, ensuring compatibility with existing light rail transit. We evaluated different green transit modes, both road-based and rail-based, to identify the optimal solution for the GTC, ultimately recommending a road-based approach. Marketing-sounding, procurement methods, and preliminary engineering designs were also part of the process, enabling CEDD reach decisions on the SGMTS and formulate strategies to take the recommended SGMTS Scheme to the subsequent design and construction stages.

The SGMTS, in its nascent stages within Hong Kong, is designed to address urban congestion and transit challenges through electric propulsion, zero emissions, and a transition to cleaner energy. The systems embody innovation with a focus on energy efficiency, safety, comfort, and cost-effectiveness. They leverage automation and technology to elevate passenger experience, including features like ticketless travel and advanced route planning with real-time information. Systems such as BYD SkyShuttle, automated rapid transit (ART) and green bus systems are under consideration in Hong Kong and represent a significant step forward in our transit landscape. The SGMTS’ success hinges on integration of its components, which include vehicles tailored to complement the system’s overall characteristics—transport demand, infrastructure, stations, service plans, intelligent transport system applications and fare collection.

The planned SGMTS network will traverse the 16-kilometer GTC, serving the HSK/HT NDA and Yuen Long South Development. It will ensure connectivity with key transit nodes, which include the Tuen Ma Line’s Hung Shui Kiu Station, Tin Shui Wai Station, the Light Rail’s Nai Wai Stop, and Chung Fu Stop, alongside existing and proposed public transport interchanges. To foster a culture of cycling and healthy living, bicycle parking spaces will be strategically placed near SGMTS stations. This integration of cycling with public transit is aimed at facilitating healthier travel options while mitigating urban congestion and air pollution.

Urban Renewal Planning Study of Yau Ma Tei and Mong Kok

The Hong Kong Urban Renewal Authority appointed AECOM to conduct a comprehensive baseline review on Yau Ma Tei and Mong Kok, the densest old districts in Hong Kong, with a combined population of about 213,000. We identified potential areas for restructured land use in the site covering a total area of 2.12 square kilometers. We adjusted part of the street profile, combined smart city and placemaking concepts, and transform the area to a place that includes redevelopment, rehabilitation, preservation, revitalization and retrofitting elements.

The study updates the outline development concept blueprint options, and concurrently reviews the current institutional framework and implementation mechanism, including the feasibility of “plot transfer”, and incorporates the proposed implementation strategy into the concept blueprint for testing. The results of the study aim to enhance land use efficiency and optimize redevelopment potential through a holistic district-based approach to urban renewal that regenerate Yau Ma Tei and Mong Kok into a livable, sustainable, diverse and vibrant metropolitan hub, while reinforcing it as an area representing the rich local and cultural heritage of Hong Kong.

MTR Tuen Mun South extension, Hong Kong SAR
